○ Performance of ODA Project in Vietnam and Lao PDR(2nd year)
- Conducted field investigation for selecting pilot area in Vietnam(Lao cai) and Laos(Oudomxay) ('17.05., '17.07.)
- Completed selecting the location and confirming conditions for the construction site of FFAS ('17.05., '17.07.)
- Checked the construction site of system and conducted training for the local government officials and experts related to disaster prevention ('17.11.)
- Held project briefing session for high-ranked officials of DARD and VAWR ('17.11.)

- Conducted field investigation for the construction of system in Vietnam(Lao cai) and Lao PDR (Vang Vieng) (’16.04.)
- Completed construction of FFAS(Flash Flood Alert System) and ARWS(Automatic Rainfall Warning System) ('16.09.)
- Conducted training on operation·maintenance·management of the system for the local government officials and experts related to disaster prevention ('16.12.)

Stretched the construction of warning system(such as ARWS) and conducted river surveying for the Philippine ODA project in 2015
○ Discussed on the plan for stretching construction of warning system in 2015
○ Discussed on the integration of the hydrological observation data installed by NDMI and other institutes
○ Stretched the construction of warning system in the watershed of Cagayan de Oro River

○ NDMI has developed and had a number of disaster prevention technologies such as FFAS(Flash Flood Alert System), FARD(Frequency Analysis for Rainfall Data), and SEMMA(Soil Erosion Model for Mountainous Area)
☞ Using these technologies, it is possible that the international cooperation is promoted among member countries and the status of the chair is improved by passing on disaster prevention technologies and the know-how in the field of disaster prevention to developing countries in members.
○ Transferred technologies on FFAS and conducted training(2013, the Philippines)
○ Expanded the scope of countries stage by stage starting from developing countries vulnerable to disaster in the Southeast and Central Asia.
☞ Aiming at building the base that Korea is taking a leading role in the field of global disaster management through the dissemination of disaster prevention technologies developed by NDMI such as FFAS

Expected effectiveness

○ The introduction of the advanced FFAS will make breakthrough in the field of disaster risk reduction through ODA project in Republic of Korea
○ The people will be protected from mass disaster by predicting/warning the damages by possible mass flood in the nation and disaster management level will be improved by strengthening the capability of disaster prevention in the nation
○ A Disaster management system will be built through various disaster prevention training in our country

Purpose

○ To contribute to build disaster prevention infrastructures in the recipient country and to reinforce the effectiveness by promoting the project reflecting the needs of national development technologies of disaster prevention
○ To transfer the customized disaster prevention technologies and policies through analysing vulnerability of countries on disasters by natural disasters such as flood, typhoon, landslide, tsunami, and so on

Background

○ The necessity for supporting technologies and the various demands on responding to disasters arise over the world especially the necessity for the international cooperation in the field of disaster prevention is increasing
※ Agenda on the response to disasters was selected for the G20 Summit and APEC Finance Minister’s Meeting in 2012
○ To support conditions for disaster risk reduction in the recipient country through conducting training on new technologies of national disaster safety and supporting technologies in order to build international cooperation network for the preparedness of disaster
※ Completed the project ‘Construction of forecasting and warning system for disaster risk reduction in the Philippines’ in 2013

Request background and detailed progress

○ At the 44th Session of UNESCAP/WMO Typhoon Committee(2012.2.6.), WGDRR was asked for the scene investigation on Philippine Mindanao heavily damaged by the typhoon Washi occurred on December, 2013
※ Completed discussion on a joint investigation with WGM, WGH, and TCS
○ Conducted the scene investigation on Mindanao where there were huge losses of life caused by typhoon Washi
○ Held Expert mission to introduce and apply technologies of disaster prevention, along with conducting investigation on damages with UNESCAP/WMO Typhoon Committee
○ Proposed long-term countermeasures by analysing causes and investigating the scene damaged by Philippine typhoon Washi
○ Asked for the construction of FFAS by PAGASA
- initiated ODA project for applying FFAS(2013)
※ Scheduled to conduct feasibility assessment and analysis on 2013 Northern Mindanao Project
