  • The gas explosion in August 2004 in a supermarket in Asuncion, Paraguay, which caused large-scale casualties, increased interest in disaster management in the event of a fire and an emergency. The government made continuous efforts to reinforce its ability to deal with damages done by drought and floods under extremely unusual climate, such as El Nino.
  • KOICA initiated a joint project with Paraguay to support the modernization of disaster prevention and the cultivation of specialized disaster manpower.
  • Increasing damages caused by typhoons, floods, heavy snow, and drought due to global warming prompts the need for international joint research and management.
