The gas explosion in August 2004 in a supermarket in Asuncion, Paraguay, which caused large-scale casualties, increased interest in disaster management in the event of a fire and an emergency. The government made continuous efforts to reinforce its ability to deal with damages done by drought and floods under extremely unusual climate, such as El Nino.
KOICA initiated a joint project with Paraguay to support the modernization of disaster prevention and the cultivation of specialized disaster manpower.
Increasing damages caused by typhoons, floods, heavy snow, and drought due to global warming prompts the need for international joint research and management.
